Forestry Extension Roles and Innovations in Forest Management
A Case of the Ternate–Tidore FMU

Sustainable forest management requires strong institutional support and active community participation, one of which is facilitated through the role of forestry extension agents. This study was conducted from February to August 2025 in the Ternate–Tidore Forest Management Unit (FMU), North Maluku Province. The study aims to analyze the roles of forestry extension agents and the program innovations developed in forest management within the Ternate–Tidore FMU. A descriptive qualitative approach was employed, with data collection techniques including observation, in-depth interviews, and documentation. The research informants consisted of six forestry extension agents assigned to the Ternate–Tidore FMU working area. The results indicate that forestry extension agents play strategic roles as companions, facilitators, mediators, innovators, motivators, and agents of transformation in empowering forest-adjacent communities, particularly Forest Farmer Groups (FFGs). The innovations developed focus on the processing of non-timber forest products (NTFPs), the development of bamboo- and rattan-based enterprises, environmentally friendly alternative energy, environmental services, and the utilization of digital media for extension activities and product promotion. Despite the limited number of extension agents and the relatively large working area, extension activities have contributed to improving community capacity and strengthening the local economy. This study concludes that the role of forestry extension agents in the Ternate–Tidore FMU has been effectively implemented; however, it still requires policy support, additional extension personnel, and strengthened access to capital and markets to ensure more equitable and sustainable program outcomes.
