Estimation of CPUE and Maximum Sustainable Yield of Mackerel scad (Decapterus sp.) Landed at Nusantara Fishing Port of Ternate

Mackerel scad (Decapterus spp.) is a key small pelagic commodity at Nusantara Fishing Port of Ternate (PPN Ternate), Maluku Utara, Indonesia, producing 4,224 tons in 2024 but showing declining CPUE trends signaling overfishing risks. This study aimed to analyze the catch per unit effort (CPUE) and estimate maximum sustainable yield (MSY) of mackerel scad landed at PPN Ternate during 2020-2024. Secondary catch and effort data from purse seine, gill net, and hand line fisheries were analyzed using the Schaefer surplus production model. Results indicate an average CPUE of 1.739 kg/trip, peaking at 2.408 kg/trip in 2020 and declining to 1.257 kg/trip in 2024. The estimated MSY was 287,137 kg/year, with an optimal effort (EMSY) of 465 trips/year; the 2020 fishing effort (521 trips) exceeded this optimum, leading to reduced yields. CPUE fluctuations correlated with changes in fishing gear composition and environmental factors. Despite these fluctuations, exploitation remains sustainable, but continuous effort regulation and implementation of Total Allowable Catch (TAC) at 80% of MSY are essential for long-term sustainability. This research provides crucial baseline data to support evidence-based fisheries management policies for sustainable utilization of mackerel scad stocks in the region.
