Abstract

This study aims to describe the forms of conflict and the supporting and inhibiting factors in the implementation of Pasuruan Mayor Regulation Number 12 of 2023 concerning the Arrangement and Empowerment of Street Vendors in the Alun-Alun area of Pasuruan City. A descriptive qualitative approach was used through observation, in-depth interviews, and documentation involving five informants representing local government officials and street-vendor leaders. The findings show that implementation has proceeded through data collection, zoning, operating-hour regulation, empowerment, and supervision, yet remains suboptimal, as four recurring forms of non-compliance persist: trading in prohibited locations, violating operating hours, using public facilities as trading spaces, and neglecting cleanliness. The resulting conflict stems from differing interests between local government and street vendors, manifested as open conflict, hidden conflict, and internal conflict among vendors, and can be explained through four dimensions of policy implementation, namely communication, resources, disposition, and bureaucratic structure. Supporting factors include the availability of technical zoning regulations, economic empowerment through free cart distribution, and the vendors association as a communication bridge, while inhibiting factors include low legal awareness, weak deterrent effects of sanctions, insufficient continuous supervision, and strict operating-hour restrictions.
