Poverty in coastal areas is a complex issue that requires cross-sectoral resolution through inter-actor collaboration. This study aims to describe and analyze the implementation process of collaborative governance in poverty alleviation in the coastal area of Ngemplakrejo Village, Pasuruan City, as well as to identify the supporting and inhibiting factors of its implementation. This study employed a descriptive qualitative approach with a case study design. Data were obtained through in-depth interviews with key informants, namely the Head of Ngemplakrejo Village, the Head of the Poverty Empowerment Division at the Pasuruan City Social Service, the Head of the coastal community association, and representatives of the fishing community, complemented by secondary data in the form of monograph documents and Prodeskel. The analysis was conducted using Ansell and Gash's (2008) collaborative governance framework, which encompasses four indicators: starting conditions, institutional design, facilitative leadership, and collaborative process. The findings indicate that inter-actor collaboration in Ngemplakrejo Village has been running and shows progress in terms of governance and coordination, supported by effective facilitative leadership, although it remains largely personal-relational in nature. The main supporting factors include shared commitment, open communication, regulatory support, and active community participation, while the inhibiting factors are structural and technical in nature, such as budget limitations and the dynamic economic conditions of the coastal community. This study recommends strengthening the institutionalization of facilitative leadership and expanding substantive community participation to enhance the effectiveness of collaboration in addressing structural poverty in coastal areas.
