Abstract

This study examines the role of information technology in supporting sustainable management of the flying fish (Decapterus spp.) fisheries in Indonesia through a systematic literature review. The implementation of technologies such as Vessel Monitoring Systems (VMS), Automatic Identification Systems (AIS), and digital platforms for marketing and catch reporting demonstrates significant potential to enhance efficiency, transparency, and resource sustainability. These technologies enable real-time monitoring of fishing activities, enforcement of regulations, and optimization of post-harvest supply chains, including reducing losses and increasing product value. However, key challenges include infrastructural limitations, high costs, social resistance, and low digital literacy among traditional fishermen, which may exacerbate social and economic disparities. Additionally, the risk of location data being too precise could accelerate overexploitation. To achieve sustainable and inclusive management, participatory approaches, institutional capacity building, and contextually appropriate technological models are necessary. This research recommends evidence-based policies, user-friendly technological innovations, and multi-stakeholder collaboration to ensure that all fishing communities benefit from technological advancements and contribute to achieving the Sustainable Development Goals (SDGs).
