Perception and Participation of Handline Tuna Fishers in the BPJS Employment Program Membership on Ambon Island

Abstract

Handline tuna fishers constitute a group of workers in the fisheries sector who face high occupational risks, thereby requiring social security protection for employment. The purpose of this study is to: (1) analyze the perceptions of handline tuna fishers toward BPJS Employment; (2) analyze the participation of handline tuna fishers in the benefits of BPJS Ketenagakerjaan membership; and (3) formulate recommendations to improve the perceptions and participation of handline tuna fishers in BPJS Employment membership. The research was conducted in Seilale Village, Tulehu Village, and Larike Village. The study employed a Likert-scale questionnaire to measure fishers’ perceptions and participation, which were then analyzed using a modified index equation. The results indicate clear differences in perceptions and participation across the three research locations. Fishers in Seilale Village demonstrated very positive perceptions and very high levels of participation in the BPJS Employment program, influenced by the active role of the village government, the intensity of socialization activities, and the provision of contribution subsidies during the initial stage of membership. In contrast, fishers in Tulehu Village and Larike Village exhibited negative to very negative perceptions and very low levels of participation. These conditions are attributed to limited socialization, restricted access to information, weak institutional support, and income uncertainty among fishers. Improving fisher participation therefore requires strengthening institutional roles, implementing continuous socialization, and developing adaptive, locally based social protection policies. Based on the descriptive analysis, six recommendations were formulated to enhance the perceptions and participation of handline tuna fishers in BPJS Employment membership.
